Definitions.
Traditionally, corruption has meant a quid pro quo, and more specifically bribery. As long as I can remember, it has been the main stated goal of the FBI. It does mean that, but it also is breaking or misinterpreting the rules; the personal gain can be far more oblique than cash reimbursement. And, it can apply not just to public employees.
